To sign up for public comment at a BAC meeting, please send an email to schoolmodernization@pps.net with full name, topic, date requested meeting, school community, and contact phone number. Public comment will occur at the beginning of the meeting with two 2-minute time slots. Requests for Public Comment will be processed in the order that they are received. Topics must be related to an item on the agenda. Written comments may be submitted to schoolmodernization@pps.net and will be shared with the BAC.

About the BAC

The Bond Accountability Committee (BAC) is made up of seven to ten members reflective, to the extent possible, of the diversity of Portland. The members shall have a reputation for fairness and transparency and experience in building design, construction, public contracting, budgeting, and/or auditing. The Board will appoint committee members and a chairperson or co-chairpersons. Read the Bond Accountability Committee charter.

The committee meets quarterly to review bond funded projects and offer advice to the School Board on:

Whether bond revenues are expended only for the purpose for which the bond was approved
Alignment with the goals and principles of the district’s Long Range Facilities Plan
Alignment with the goals of the Business Equity Policy
Lowering maintenance and construction costs while improving operating efficiency
Historic preservation and school renovation
Potential capital partnerships for joint and shared use of PPS facilities
Implementation of appropriate ways to address seismic issues
Compliance with ADA requirements

BAC Members

The BAC is a group of individuals with a reputation for fairness and transparency and experience in building design, construction, public contracting, budgeting, and/or auditing. Charter members include:

Greg DiLoreto (Chair)

Past President, Chair of Committee on America's Infrastructure, American Society of Civil Engineers, Retired CEO Tualitin Valler Water District. DiLoreto retired in 2013 after 14 years as the Chief Executive Officer of the Tualatin Valley Water District. He worked in the public works field for 37 years, 17 years as a public works director/city engineer. From 2009 to 2013, Greg served as the President of the Special Districts Association of Oregon. He has served as a Director on the American Society of Civil Engineers Board of Direction from 2004-06 and then as the Society's President in 2013. He has received the 1986 ASCE Edmund Friedman Young Engineer Award, the 1995 ASCE Oregon Section Outstanding Civil Engineer Award and the 2005 ASCE Government Engineer of the Year Award. In 2003, he was inducted into the Oregon State University Academy of Distinguished Engineers. Greg currently serves as chair of ASCE’s Committee on America’s Infrastructure, responsible for the well-known Infrastructure Report Card, which assesses U.S. infrastructure across 16 categories using the familiar format of a school report card. He is also the chair of the Board of the Institute for Sustainable Infrastructure.

Greg holds a B.S. degree in Civil Engineering from Oregon State University and a Master’s degree in Public Administration from Portland State University. He is registered as a civil and environmental engineer and a professional land surveyor in Oregon.

Greg will serve for a second four-year term on the Bond Accountability Committee. His current term ends 12/2026.

Chris Dunning

Chris is a certified public accountant with extensive experience in Portland and
Internationally. He is currently the CFO at Energy Trust of Oregon and leads accounting, financial
compliance, and financial planning processes, engaging in significant discussions and negotiations
with stakeholders, including the Oregon Public Utility Commission. As Deputy Chief Financial Officer
at the Bonneville Power Administration, he played a key role in financial planning and accounting
for the capital program, which neared $1 billion annually. Chris also served on the Cleveland High
School Modernization Comprehensive Planning Committee and is currently involved in
the Cleveland High School Modernization Design Advisory Group. Chris is a PPS parent.

Chris will serve for an initial two-year term on the Bond Accountability Committee. His current term ends 12/2026.

Cara Turano

Cara Turano works for the Technology Association of Oregon’s (TAO) as Chief Operating Officer. In her role with TAO, she manages internal operations and an external portfolio that includes regional executive engagement, cybersecurity programming, tech advocacy and workforce/talent development with a focus on diversity, equity and inclusion in technology. Cara serves as the Innovation Awards Chair for the Tech Councils of North America (TECNA), sits on the Board of Directors for TECNA and is a member of the Prosper Portland's TechTown Diversity Pledge Steering Committee, the WorkSystems Workforce Development Board, the Oregon STEM Investment Advisory Council, and Oregon STEM Board of Directors.

Cara will serve for a second four-year term on the Bond Accountability Committee. Her current term ends 12/2028.

Norman `Norm’ Dowty

Norm retired from R&H Construction in December 2019 after 36 years with the company. He was a Principal and Vice President at R&H Construction. During his career at R&H he was involved with many notable local projects, including the Wieden+Kenedy world headquarters, Adidas North American headquarters, Ziba Design world headquarters, KEEN Footwear world headquarters, Dove Lewis Emergency Animal Hospital and the $120M Mary’s Woods Village project. The focus during his career was on the Pre-construction phase of major CMGC projects.

Norm has served on the boards of the local chapter of the American Institute of Architects (AIA) and Cedar Sinai Park Senior Living Community. He was active in many industry organizations over his career, including the American Institute of Architects (AIA), Architectural Foundation of Oregon (AFO) and the Urban Land Institute (ULI).

Norm’s connection to PPS runs deep, with his father having been a retired PPS educator. He went to Markham Elementary school and Jackson HS before going to the University of Oregon where he met his wife Janet, who had attended Franklin HS. Both of their children (Michael & Megan) went to Stephenson Elementary, Jackson MS and Wilson HS before attending and graduating with a degree in Architecture from the University of Oregon (BS-Arch 1979).

Norm strongly supports public education and believes that all educators and students deserve quality facilities that are well designed, durable and safe.

Norm will serve for a second four-year term on the Bond Accountability Committee. His current term ends 12/2026.

Travis George

Travis currently serves as the Director of Capital Finance at the Port of Portland, overseeing the management of its substantial debt portfolio, including all aspects of its bond program. Recently, he led the financing for the new terminal expansion at PDX, a project that involved issuing approximately $1.7 billion in bonds. Before joining the Port, Travis was the Debt Manager at the East Bay Municipal Utility District, a major public water and wastewater utility in the Bay Area, where he managed the District's bond program and capital budgeting.

In addition to his role at East Bay, Travis chaired the San Francisco Public Utility Commission's Revenue Bond Oversight Committee, a citizen oversight group similar to the BAC, and served as a member of the City of Oakland's Budget Oversight Committee. Earlier in his career, Travis worked as an Analyst at Moody's Investors Service, where he spent five years assigning bond ratings to a variety of local governments across the western U.S., including numerous school districts in Oregon and other states. Travis is also a PPS parent.

Travis will serve for an initial two-year term on the Bond Accountability Committee. His current term ends 12/2026.

Ryan Kinsella

Ryan is currently the Director of Capital Asset Management for Oregon Metro, where he oversees capital planning, asset management, sustainability, emergency preparedness, and Metro Regional Center operations. Prior to joining Metro, Ryan was the Finance Manager at the Portland Bureau of Transportation, where he led PBOT’s efforts to improve the long-term financial sustainability of our local transportation infrastructure while directing the bureau’s budget, financial plan, forecast, and financial controls. Ryan also spent eight years in the City of Portland’s Budget Office, his final year as the Deputy Budget Director, where he worked on facilitating budget decisions and guiding stakeholders and staff through the budget decision-making processes.

Ryan will serve for an initial two-year term on the Bond Accountability Committee. His current term ends 1/2029.

Jonathan Truit

Jonathan is the Director of the Department of Development and Community Revitalization at Home Forward. This role oversees a mix of public and private financing and construction of all major affordable housing renovations and new construction. The public funding sources include local general obligation bonds passed in recent years. Jonathan’s responsibilities include Home Forward’s business and workforce equity goals as well as workforce apprenticeship programs. Jonathan has deep roots in affordable housing development in Portland and Oregon.

Jonathan will serve for an initial two-year term on the Bond Accountability Committee. His current term ends 1/2029.
