Asbestos Remediation

Bond-funded removal of asbestos-containing materials from our schools has been ongoing since 2018. The 2017 Bond provided $12 million for asbestos remediation.

PPS Risk Management’s Asbestos Management Program identifies and prioritizes schools to receive bond-funded remediation. Asbestos remediation work is completed over the summer break to reduce student impact.

Safety Practices

Areas for abatement are completely contained during the process, using these practices:

Isolation Procedures: Contractors create airtight barriers (using plastic sheeting and sometimes plywood) on all surfaces (ceiling, walls, etc) to completely separate the renovation zone from the rest of the building.
Negative Air Pressure: HEPA-filtered exhaust units ensure air flows into the abatement area, never out, preventing contamination outside of the renovation zone.
Safety Protocols: Techniques like wet removal, using specialized vacuums , and immediate bagging of waste are used to keep fiber levels low.
Air Monitoring: Third-party firms conduct air testing outside of the containment area to confirm safety at all times.
Worker Protection: Only trained professionals with appropriate Personal Protective Equipment (PPE) are allowed inside the contained area.

Asbestos remediation projects planned or underway

Project update July 2026: Summer 2026 work is underway and is anticipated to be complete by the start of school. Campuses will be closed during remediation work.

The following schools that were previously identified are no longer planned for Summer 2026 as we align priorities with budget limitations and ongoing district initiatives: Richmond (Work completed), Ainsworth, Chapman, East Sylvan/Odyssey, Marysville (smaller scopes of work may be addressed in coordination with future improvements) Bridlemile, Marshall (Work completed, campus closed for other work).

Bridger Creative Science School
Remove and replace asbestos-containing flooring in classrooms 6, 29, 32, 40, 41, 42 and miscellaneous areas 2, 5, 9, 27, 47.

Bridlemile Elementary School
Remove and replace asbestos containing floor tile and mastic in the cafeteria and adjacent hallway. Re-polish previously removed floors.

Buckman Elementary School
Stabilize asbestos-containing materials in the pool area. Remove and replace asbestos-containing piping in the pool air duct. Remove and replace asbestos-containing piping in the kitchen and library.

George Middle School
Remediation and repair of asbestos-containing materials in the boiler room and fan room.

East Sylvan Odyssey Program
Remove and replace asbestos-containing flooring in classrooms 9, 10, 11 and 1^st floor hallway.

James John Elementary School
Remove and replace asbestos-containing flooring in cafeteria room 37, miscellaneous rooms 6, 26, 35 38, 39B & D. Remove and replace asbestos-containing pipe insulation in auditorium exhaust air chamber under the stage, room 6, room 19, room 36B, room 39D, B01, B04, B04B and fan room B02.

Bridlemile Elementary School
Removed the asbestos containing floor tile and mastic and replaced it with polished concrete (11,330 S/F). Remediated asbestos containing pipe insulation in fan room.

Clark Elementary School
Removed the asbestos containing floor tile and mastic and replaced it with polished concrete, carpet and vinyl (6,776 S/F). Remediated asbestos containing pipe insulation in tunnel.

Creston K-5 School
Removed the asbestos containing floor tile and mastic and replaced it with polished concrete and vinyl (2,235 S/F). Remediated asbestos containing pipe insulation in crawlspace. Removed and replaced asbestos containing pipe insulation in interior rooms.

East Sylvan Odyssey Program
Removed the asbestos containing floor tile and mastic and replaced it with polished concrete (3,015 S/F). Remediated asbestos containing pipe insulation in crawlspace ). Removed and replaced asbestos containing pipe insulation in interior rooms.

Hosford Middle School
Removed the asbestos containing floor tile and mastic and replaced it with polished concrete (5,822 S/F). Remediated asbestos containing pipe insulation in crawlspace.

Dr. Martin Luther King Jr. Elementary School
Removed and replaced the asbestos-containing pipe insulation in the air supply duct. Cleaned air supply duct.

Sellwood Middle School
Removed the asbestos containing floor tile and mastic and replaced it with Vinyl Composition Tile (2,664 S/F). Removed and replaced asbestos-containing pipe insulation in interior rooms fan room. Cleaned air fan room.

Sunnyside K-8 School
Removed and replaced the asbestos-containing pipe insulation in interior rooms. Removed and replaced asbestos containing pipe insulation in the fan room and the air supply duct. Cleaned air supply duct. Remediated asbestos containing insulation in boiler room.

Woodstock Elementary School
Removed the asbestos containing floor tile and mastic and replaced it with plywood subfloor and Vinyl Composition Tile.

2023 Asbestos Remediation Projects

Astor School
Remove and replace asbestos containing floor tile and mastic in the cafeteria and kitchen areas (4,328 S/F).

Beaumont School
Removed and replaced the asbestos-containing flooring in multiple areas of the school (5,056 S/F).

Bridger School
Removed and replaced the asbestos-containing flooring (4,075 S/F). Removed and replaced the asbestos-containing pipe insulation (63 fittings). Attic Cleanup (100 S/F) (P&R 10 L/F) Remove wall tiles (870 S/F).

Mt Tabor Middle School
Removed and replaced the asbestos-containing (3,280 S/F). Crawlspace Cleanups (5,040 S/F) (P&R 35 L/F). Removed and replaced the asbestos-containing pipe insulation (30 L/F). Removed and replaced the asbestos-containing wall tiles (1,255 S/F).

Sellwood Middle School
Removed and replaced the asbestos-containing floor tile and mastic in two classrooms (1,334 S/F). Removed and replaced the asbestos-containing pipe insulation in the cafeteria and kitchen areas (45 L/F).

Woodstock School
Removed and replaced the asbestos-containing floor tile and mastic in the main hallway (2,965 S/F). Clean up approximately crawlspace. Remove and replace interior TSI piping.

Harrison Park School
Remove asbestos flooring in the lobby and main office (appx. 3,600 S/F). Remove ceiling in the office contaminated with asbestos roofing on top (appx. 2,775 S/F). Remove ceiling in cafeteria contaminated with asbestos roofing on top (appx. 4,107 S/F). Remove ceiling sections in lobby contaminated with asbestos roofing on top (appx. 76 S/F). Demo lockers and remove flooring in main hallways (appx. 6,420 S/F). Asbestos roofing remediation in attic (appx. 667 S/F).

Martin Luther King Jr. School
Asbestos flooring and wall removal in 2 classrooms, cafeteria area, hall and misc areas (appx 15,650 S/F). Asbestos remediation in crawlspace (appx. 16,250 S/F).

Stephenson School
Asbestos flooring removal in 7 classrooms & 3 misc. areas (approx 7,505 S/F).

Winterhaven School
Asbestos flooring and wall removal in 4 classrooms, a storage room and a hall (appx 5,750 S/F). Asbestos remediation in crawlspace (appx. 3,275 S/F). Crawlspace cleanup, patch & repair.

Woodstock School
Asbestos flooring and wall removal in 4 classrooms, a storage room and the hall (appx. 2,735 S/F). Asbestos remediation in crawlspace (appx. 12,810 S/F). Boiler Room, asbestos duct removal, patch and repair (appx. 200 S/F).

Terwilliger School
Asbestos flooring removal in 1 classroom, main hallways & 3 misc. areas (approx 7,505 S/F).

2021 Asbestos Remediation Projects

Robert Gray School
Removal and remediation of pipe insulation in the crawl spaces (approx. 8,000 S/F). Pipe insulation removal & re-insulation in various locations inside the school (approx. 150 L/F). Removal and remediation of pipe insulation and tape in a section of attic (appx. 200 S/F & 20 L/F).

Hosford Middle School
Phase 2 - Pipe insulation removal & re-insulation in various locations inside the school (approx. 400 L/F). Removal and remediation of pipe insulation in the crawl space (approx. 3,130 S/F).

Jefferson High School
Removal and remediation of pipe insulation a section and tunnel system after a steam leak (appx. 2,300 S/F and 500 L/F).

Vernon K-8
Phase 2 - Removal and remediation of pipe insulation a section of crawl space and tunnel system (appx. 6,300 S/F). Removal of pipe insulation and replacement inside 4 tunnel systems (appx. 440 L/F).

Winterhaven K-8
Phase 2 - Pipe insulation removal & re-insulation in various locations inside the school (approx. 60 L/F). Removal and remediation of pipe insulation in crawl space (approx. 10,880 S/F).

2019 Asbestos Remediation Projects

Beaumont Middle School
Asbestos removal and re-insulation of severely damaged piping insulation from basement and portable classroom crawlspaces. Removal of approximately 15,000 square feet of accessible asbestos containing floor tile & mastic from basement, first and second floors and replacement with new non-asbestos flooring.

Capitol Hill
Abatement of floor materials. New flooring installed.

Jackson Middle School
Asbestos removal and re-insulation of severe to moderately damaged asbestos fireproofing from structural steel decking from; C-Wing basement tunnel entry, Auditorium attic mechanical spaces, D-Wing 1st floor above Library ceiling, and B-Wing above Cafeteria ceiling.

Lane Middle School
Abatement of floor materials & pipe insulation in various locations (Tunnel and Crawl Space Included.) New flooring installed.

Marysville K-8
Asbestos removal in the crawl space.

Tubman Middle School
Removal and of asbestos piping insulation from first and second floors (Above Ceilings). Complete removal of all boiler and piping insulation from the boiler room and selective ceiling removal and replacement throughout building. Removal and replacement of all accessible asbestos containing flooring from first and second floors and the replacement with new non-asbestos flooing.

Chapman Elementary School
Removal of approximately 20,000 square feet of accessible asbestos containing floor tile & mastic from basement, first, and second floors and replacement with new non-asbestos flooring.

Jefferson High School
Removal of approximately 50,000 square feet of accessible asbestos containing floor tile & mastic from basement, first, second, and third floors and replacement with new non-asbestos flooring.
