Athletic Facility Upgrades

Project Update April 2026: Construction activity on field lighting has begun and is expected to continue through mid-May.

Field lighting construction (anticipated): April 2026-May 2026

Field lighting will be installed at the track and field. Construction has been scheduled to minimize impacts to athletic events.

Seating upgrades (anticipated): This is in the pre-planning phase, and schedules are being developed. More information will be shared when available.

We will install lighting at the Grant Bowl as a first phase. As a second phase, we will improve the seating to:

• Create more capacity
• Improve restroom facilities
• Improve concessions facilities

Project Update March 2026: Design work for the reconstruction of the track and field is underway with construction expected to begin in summer. 

In 2024, PPS received approval to develop Jackson Middle School as an athletic hub consistent with the direction established in the PPS 2021 Long Range Facility Plan. Voters approved the first phase of these improvements in the 2025 bond package. Improvements will include a large multi-purpose field with baseball, softball and soccer functions, field lighting, improvements to pedestrian paths, a hitting facility, and accessible parking.

Phase one construction (anticipated): Summer 2026-fall 2026

The first phase of work will include:

• Maintenance work will include reconstruction of the 8-lane track, installation of track and field event equipment and other site improvements.
• Program support improvements will also include installation of a new synthetic turf field that will be striped for football, soccer and lacrosse

Phase two: Schedules are being developed. More schedule details will be shared as they are available.

This next phase will include:

• Construction of a new multi-use synthetic turf field with field lighting striped for baseball, softball and soccer functions.
• Other site upgrades include pedestrian path and accessibility improvements.

Phase three: Schedules are being developed. More schedule details will be shared as they are available.

The final phase will include:

• Construction of a hitting facility with practice lanes  and storage area.
• Site improvements including: 
  • Accessible parking and landscape improvements 

Ida B Wells High School athletics will be relocated to Jackson during the school’s modernization. Reconstruction of the track and field are expected to be complete by the beginning of instruction in fall 2026.

Voters approved field improvements at Marshall for an athletic hub, consistent with the direction established in the PPS 2021 LRFP, in the 2025 bond package. Improvements will include  a large multi-purpose field with baseball, softball and soccer functions,field lighting and other student athletic program supports.

This phase will include construction on:

• Resurfaced track
• New synthetic turf on the football field
• Resurfaced tennis courts
• Field lighting efficiency and performance improvements

Phase two: This work is in pre-planning. More schedule details will be shared as they are available.

This phase will include construction of a new multi-use synthetic turf field with field lighting striped for baseball, softball and soccer functions.

Cleveland High School students will use these fields during the school’s modernization. Work on the track and field are anticipated to be complete in time for the start of instruction in fall 2026.

The field at Powell Park is used by Cleveland High School, but the property is owned by Portland Parks & Recreation. PPS is coordinating with the City to develop a long-term agreement that would allow us to improve the fields at Powell Park.

Improvements would include:

• New, synthetic turf multiuse fields
• Improved seating
• Improved field lighting

There will be main field grandstand improvements per board resolution No. 6881.

We will replace the artificial turf on the baseball and softball fields and build new hitting facility. We will also construct upgraded bleachers.
